TopicBook in various languages and regions

TopicBook will be available in various languages and regions. The idea is to have non-region specific TopicBooks in widely used languages, and at the same time have a region specific TopicBooks with local content in local language.

This results in a multi-langual and multi-site TopicBook, where one topic could be covered in more than one region. As an example: hamurg.topicbook.co.uk will describe Hamburg for users from England. Meanwhile, hamburg.topicbook.de could be written for german audience.
